UK Iraq inquiry: senior Government lawyers thought war unlawful

Sir Michael Wood, the Foreign Office's chief legal adviser at the time of the 2003 invasion, and his then deputy, Elizabeth Wilmshurst, are reportedly planning to tell the inquiry that the conflict was not lawful without a second United Nations resolution.
