Authorities weren't able to keep the refugees safe and fed. They weren't able to keep them in safe, affordable housing. They weren't able to reconstruct the neighborhoods, nor bring more than two-thirds of them back to the city after two years.
They were, however, able to field "Clergy Response Teams"—not to succor the victims, but to keep them obedient. "Because the government's established by the Lord, you know," says one of the chaplains. "And, that's what we believe in the Christian faith. That's what's stated in the scripture."
