There are generally acknowledged to be six top-tier presidential candidates, three from each party. Three have released comprehensive catch-up Gulf Coast recovery plans: Hillary Clinton, John Edwards, and Barack Obama

Three top-tier presidential candidates have not. And it's not as if at least one didn't get the chance.
