Currently, over twenty federal departments and agencies fund health R&D (see Table 4). The NIH is by far the major contributor…The NIH’s individual institutes fund “extramural” grants to outside researchers and institutions, consistently constituting between 82-84% of NIH’s total budget (see Table 7). They also conduct “intramural” or in-house clinical and laboratory research in conjunction with the Clinical Center.
